The Town of New Windsor sits directly north of Cornwall in Orange County. It is a town with no village inside it, so permits come from the town building department.

Fuel conversions. Changing from oil to gas changes flue gas temperature and chemistry. It is one of the triggers for a Level 2 inspection.
Factory-built fireplaces and town rules
Homes from the 1970s onward often have a factory-built fireplace with a metal chimney in place of a masonry one. These are swept too, with brushes sized to the metal flue. They are also checked against the maker's listing, because the fireplace and its chimney are tested as one system.
The town code requires a building permit to install a solid-fuel appliance, chimney or flue. It also prohibits new outdoor wood furnaces across the town.
